What freebase means
Freebase is the standard form of nicotine used in e-liquid long before nic salts arrived. It is unmodified, slightly alkaline and gives a throat hit that grows stronger as the number climbs. At 3mg you barely notice it; at 18mg it is a firm, unmistakable catch.
Freebase comes in two kinds of bottle: ready-to-vape 10ml bottles at set strengths, and shortfills that you bring up to 3mg or so with a nic shot. Who each strength tends to suit
Retailers have used a rough guide for years based on how much someone smoked, and it is still a sensible starting point. Treat it as a first guess, not a rule: how you puff and which kit you own matter just as much.
18mg is usually picked by heavier smokers using a tight MTL kit. 12mg is the middle ground for moderate smokers or people stepping down from 18mg. 6mg works for light smokers in an MTL kit or anyone who wants a bit more from a sub-ohm tank. 3mg is the default for sub-ohm vaping, where a single lungful contains far more vapour than an MTL puff.
Why big tanks need small numbers
A sub-ohm tank running at 50 to 80W can vaporise many times more liquid per puff than a 1.0 ohm pod at 10W. More liquid per puff means more nicotine per puff at the same strength. That is why 3mg in a big tank can feel just as satisfying as 12mg in a small pod.
Put 18mg freebase in a sub-ohm tank and the throat hit is brutal. Put 3mg in a small MTL pod and you will be puffing all day wondering why nothing is happening. The kit and the strength are a pair, so pick them together rather than one at a time.

Pick your strength in one tap
Start with your hardware, because it narrows the answer more than anything else. If you have an MTL kit such as the Innokin Endura T18E, you are choosing between 6, 12 and 18mg. If you have a sub-ohm tank, you are choosing between 0, 3 and 6mg.
Then think about how hard you want the throat hit. If 18mg freebase feels too scratchy, the same nicotine in salt form is far smoother, so nic salts may be the better route. Nicotine is addictive, so the aim is the lowest strength that leaves you satisfied.

Strength myths
Freebase has been around long enough to collect its share of folklore. Some of it is half true, some is the opposite of true, and some is a misunderstanding of how nicotine and vapour volume interact.
The one to remember: the number on the bottle only tells half the story. Your kit decides how much of that liquid ends up in each puff, which is why the same 6mg bottle can feel mild in one device and strong in another.
